Citizens File 4,000 Complaints Over Housing Assessments

Property owners can verify and challenge the valuation of their homes or apartments until April 30, 2026, via the online platform geodata.gov.md.

Details of this process were presented on March 20, 2026, during a practical webinar titled “Everything You Need to Know About Real Estate Valuation and Revaluation.” Experts highlighted the necessity and implications of the updated cadastral valuation system, which aims to align property values with current market conditions.

The revaluation initiative has generated significant public interest, with more than 300,000 requests already submitted by residents and Moldovan citizens living abroad.

According to Ivan Danyi, Director General of the Agency of Geodesy, Cartography and Cadastre, approximately 4,000 complaints have been filed so far. Of these, 53% concern technical property details such as surface area or construction materials, while 43% relate directly to the assessed value.

A key point of discussion was the impact of updated valuations on property taxes. Authorities clarified that the new cadastral values will only be used for tax calculations starting January 1, 2027. They also emphasized that an increase in property value does not automatically lead to a proportional rise in tax liabilities.

“Updating the cadastral value does not mean an automatic tax increase,” said Anastasia Eremeeva Kopcha, Head of the Local Taxes and Fees Department at the Ministry of Finance. “Tax rates are determined at the local level, based on transparency and fairness. The law also provides benefits for vulnerable groups, including pensioners and persons with disabilities.”

From the perspective of local authorities, updated valuations are seen as a tool to ensure fair budget distribution and support community development. Igor Cristal, legal expert at the Congress of Local Authorities of Moldova (CALM), stressed the importance of balancing infrastructure investment needs with citizens’ financial capacity.

Authorities advise citizens to use the remaining time until April 30 to check their property details by address or cadastral number. If discrepancies are found, complaints can be submitted online without the need for physical presence.
